Todd C. Owen
Todd C. Owen, Senior Consultant at Summit-Tek and President of Cross Border Advisory Network, is the former Executive Assistant Commissioner of CBP’s Office of Field Operations with over 30 years of leadership in border security, trade enforcement, and global operations.
Todd C. Owen is the former Executive Assistant Commissioner of U.S. Customs and Border Protection’s Office of Field Operations (OFO), where he led one of the nation’s largest law enforcement organizations. For over five years, he oversaw operations at 328 U.S. ports of entry, the National Targeting Center, and CBP’s presence in 32 countries. His responsibilities spanned counterterrorism, narcotics interdiction, trade enforcement, agricultural protections, and the facilitation of lawful trade and travel.
Mr. Owen managed an annual budget of $6.5 billion and directed a workforce of more than 31,000 employees, including over 25,000 sworn law enforcement officers. His leadership positioned OFO as a critical force in safeguarding the nation’s borders while ensuring the secure flow of commerce and people.
After more than 30 years of service with CBP and U.S. Customs, Mr. Owen retired from federal service in 2020. He is now President of Cross Border Advisory Network LLC, and serves as a Senior Consultant to Summit-Tek, where he advises clients on border operations, supply chain security, and trade matters.


Rolando Suliveras brings more than 36 years of federal law enforcement and leadership experience to his role as Executive Advisor with Summit-Tek. He served in senior operational and executive positions with U.S. Customs and Border Protection (CBP) and the U.S. Customs Service, including 11 years in the Senior Executive Service. Prior to retiring in 2021, he was the Executive Director of the National Targeting Center’s Cargo Division, where he oversaw the modernization of CBP’s global cargo targeting operations.
