Todd Horton

Chief Executive Officer

Todd Horton was a senior manager at Homeland Security Investigations with 24 years of federal law enforcement experience as a Special Agent and eight years as an intelligence professional in the U.S. Army.

Todd Horton brings more than 20 years of national security and law enforcement experience to his role as co-founder and CEO of Summit-Tek. A former senior manager with Homeland Security Investigations and an intelligence professional in the U.S. Army, Mr. Horton has led complex global investigations in supply chain security, cybercrime, asset protection, and intellectual property theft.

Following the September 11 attacks, he spearheaded the Department of Homeland Security’s implementation of the Container Security Initiative (CSI) and Secure Freight Initiative (SFI), two key national security programs designed to prevent the use of maritime shipping containers in the transport of weapons of mass destruction. He has successfully negotiated 19 bilateral international security agreements and maintains longstanding relationships with global law enforcement agencies, the U.S. Department of Defense, the intelligence community, and private sector partners.

Since retiring from federal service, Mr. Horton has guided the growth of Summit-Tek, overseeing federal and private sector contracts in maritime security and information security. Under his leadership, Summit-Tek has introduced innovative technologies to strengthen federal enforcement and has built trusted partnerships across both domestic and international stakeholders. Respected as a determined and versatile leader, Mr. Horton is recognized for his ability to forge strong relationships and deliver mission-focused solutions.

Her journey began with a deep-rooted passion for national security and intelligence, which she pursued through rigorous academic training and specialized certifications in security management and counterintelligence.

Emilia Arutyunova is a seasoned security professional with extensive experience at the Defensive Counterintelligence and Security Agency (DCSA) and in private industry. Driven by a longstanding commitment to national security, she has built her career on safeguarding sensitive facilities, information, and operations against evolving threats.

Her expertise includes conducting comprehensive security assessments, ensuring compliance with federal regulations, and implementing counterintelligence and risk mitigation strategies. She is skilled at analyzing complex data to identify emerging threats and developing proactive measures to prevent breaches, espionage, and terrorism-related risks.

David “Paul” Gubler served as a senior field analyst for Homeland Security Investigations and U.S. Customs and Border Protection (CBP) for 24 years and eight years as an intelligence professional in the U.S. military (Army).

David “Paul” Gubler brings more than 30 years of experience in federal law enforcement and military intelligence to his role as co-founder of Summit-Tek. He served for 24 years as a senior field analyst with Homeland Security Investigations and U.S. Customers and Border Protection, and eight years as an intelligence professional in the U.S. Army.

Mr. Gubler is recognized as an innovative leader with a proven ability to manage teams across civilian and military environments. He has consistently leveraged technology and advanced investigative methods to strengthen operations, streamline enforcement efforts, and deliver mission-focused solutions. His career highlights include serving as the lead criminal analyst for the Container Security Initiative (CSI) in Genoa, Italy, where he coordinated joint examinations with Italian law enforcement and advanced U.S. security interests abroad.

Throughout his career, Mr. Gubler has applied cutting-edge techniques in intelligence collection, criminal investigations, and interagency collaboration. Professionally trained at the Federal Law Enforcement Training Center in Glynco, Georgia, he has built a reputation for operating under pressure, driving innovation, and fostering effective partnerships across federal, state, local, and international security communities.
